HONOLULU -- The state department in charge of the bottle bill says it is not working and either needs to be fixed or replaced.
The Health Department said the Legislature made a mistake by forcing consumers to take empties to redemption centers and having the state handle the money. Lawmakers say the Health Department is not trying hard enough to make it work.
"It's disappointing to hear the administration say that this is unfixable," Sen. Kalani English said.
"We are doing the best we can to implement the law as it is written," Larry Lau, of the DOH, said.
Gov. Linda Lingle said the law must be fixed in this session of the Legislature. She said it would be better to encourage counties to develop curbside recycling and require stores to take back empty containers.
